Even a "traditional" password would have a "list" that attackers could know (all the possible characters that can be used in a password), now compare this set of +-150 characters with the set of possible words that can be used (probably close to 250k per language if you take out some similarities).

Not taking a position on this, but I could see a comparison with doing an electron scan of a painting. The scan would take an insane amount of storage while the (albeit ultra high definition) picture would fit on a Blu-ray.

I don't see why not. Storing a count is not so complex and the animal kingdom is filled with impressive (to our perception) mental feats* (like the dedicated neurones for each octopus tentacles).
Ironically, I find the act of following a pheromone trail counting steps way simpler than them having detailed mappings of their surroundings.

Je crois que le budget est axé stratégie pré-élections, il semble vouloir conquérir les voteurs hésitants entre leurs valeurs sociales (zone du NPD) et leur vote "stratégique" anti-conservateur. Si les libéraux voulaient vraiment s'attaquer aux injustices sociales et à la crise du logement, ils auraient pu le faire bien plus tôt dans leur mandat... Et je ne crois pas que ceux qui s'apprêtent à voter conservateurs sont à un budget près de changer d'idée, donc des gains à faire à la gauche du parti mais peu de pertes à sa droite. (Je sais que c'est simpliste d'utiliser l'axe gauche/droite, mais dans ce contexte ça fera)
Donc bon, pour ma part je crois que c'est un pas dans le bon sens, l'impact est minimal/raisonnable pour les "pauvres propriétaires" mais pourra financer des programmes sociaux via ceux qui ont déjà plus qu'assez de fonds.
Le financement supplémentaire du SCRS semble une tentative de changer la perception qu'a la population du government actuel sur l'ingérence chinoise.
Et c'est à noter que plusieurs des aspects que je trouve positifs sont des plans de 5 ans, donc il faudrait que les libéraux rentrent aux prochaine élections pour protéger c'est programmes, quelle surprise....
Alors bien que j'aime plusieurs facettes, le goût stratégique pré-campagne électorale me fait douter des intentions derrière ce budget.

Quick guess from me would be permission to use the camera(s) and if they have some kind of file picker or gallery, permission to access all media files from your phone (and older versions of Android did not have this "media"distinction, so they would give access to all user files (excluding sandboxed paths)

I'm not superstitious enough to adhere to the esoteric and religions, but for me I delved into the spirituality side of things.

You have no clue what you are talking about.
Even if you would come up with some gopros in fancy casing, 8-9h/day of uncompressed, 1080p video that has to be hosted "in the cloud" (and transferred via 4g or the) for each and every cop adds up pretty quickly.
And don't mind that they surely find every way possible to break them, so take them as basically consumables along with the batteries and the casings...
Do you have any idea how everything cops use is expensive, because it's "for law enforcement"?
60k$/yr is negligible in a department's budget and especially for the value it adds (even with POS cops).
EDIT: the videos are most certainly compressed! But my argument is that it still remains pretty large files to upload and host.

I've known some guys that are working for one of those "Financial data brokers" like the one Mint uses.
I thought that there was something fancy to actually link your bank account and whatever budgeting app you want to use, like some Oauth or API token...
In reality, you basically give your (plaintext) credentials to this entity which then uses them to open a session with your bank and parse the webpage. If there was some MFA used it forwarded the request back to you and if there was some robot check blocking the connection, they would have employees take control of the session and do the physical clicking on the webpage...
Not saying that all Fin data brokers work like that, but I can confirm that's the way one of the major ones did work internally 4-5 years back .
