of course, on stock android with gms, verizon hotspot does not work at all (says to purchase it and blocks you) on calyx it used to work fine and i would get around their throttling using powertunnel (a tool that obfuscates traffic) recently i have had issues though: - hotspots have no internet access - using powertunnel also causes me to have no internet access another thing is i have noticed some other blockings: - orbot is no longer working for me - riseupvpn is no longer working for me - all ooni probe tests fail

i can do it on about 15 minutes without the wiki for a fairly basic install
and then about 30 minutes to set up sway how i want, install common software i like, etc
but for a more complex setup it will take longer and i will need to check the wiki

you are probably thinking of computrace, a rootkit installed by sysadmins that lives in the bios and can install backdoors, brick the computer, and create police reports. if it's an old thinkpad chances are the subscriptions are probably expired and it will automatically deactivate after about 15 minutes on wifi on windows.
