I’ve been using Campaign Cartographer 3+ for a few years now. It does support image backgrounds (and depending on your image it might even trace it for you)… … but I should say that it does have a somewhat steep learning curve. It’s more a CAD tool than a drawing tool.
You will most likely need to read the tutorials and maybe watch a few videos to be comfortable with it. Luckily, there’s lots of videos and a forum with tons of friendly people.

I have an old device in the closet and use the matrix bridge. The bridge bot kindly reminds me to turn on the phone every 12 days, but I think WA’s requirement is 15 days.
I do have to ask though: other than basic text chat, what else does WA offer these days?

I’ve been meaning to try out Age of Fantasy (or Age of Fantasy Skirmish) by One Page Rules.
Not having actually played it, I don’t know if I should recommend it, but you can download the main rules for free and give it a read.

I’m curious… what is it about CofD that you feel is missing from WoD? I’m actually on the other boat but since I’m often the storyteller, I get to decide. And my choice is mostly because I like WoD’s lore more and because I don’t own CofD books.
