Personal ID numbers in Republic era

In Scum and Villainy at page 47 we see the ID number of Nack Movers:

COR143817TRND195441.37

"COR" is almost certainly for "Coruscant", "TRND" is almost certainly for Trandoshan. The numbers could be random, sequential, or have to do with his sex, area of birth, birth date.

Any thoughts on the rest?
