coop player 2 cant group with npc party members only player 1 can

Pretty much title. Would like to be able to have one team npc grouped with player 2 and 1 with player 1 but its only allowing me to group all NPC team members with player 1. Their character card is purple outlined?

Any thoughts? Thanks
