Temporarily disabling access to certain communities

Folks, it appears trolls are posting maliciously inappropriate content on other instances. Due to how federation works, this creates a problem for a lot of server hosts.

For now, I'm going to temporarily disable access to a few remote communities that are being targeted.

I'll have an update within the next week or so about next steps or changes to mitigate this going forward. The existing methods of prevention need to be improved.
